I would not use Turbotax for this purpose. If you want to attempt it, I would go directly to www.irs.gov/payments. Use the third party's account number but make sure to include your name and SSN as the taxpayer making the payment. It's possible the issuing bank will deny the payment as an anti-fraud measure. I don't think we can say one way or another for any particular bank. It's not something I would recommend.
I would always suggest that ex-pats keep a US-based bank account open for such situations. With an online account, you can transfer in the amount you need to pay your taxes or other US bills from your other foreign accounts, it just might take a little longer to clear.
