You cannot e-file state for free that I'm aware of. I don't understand why e-filing costs $25.00 and submitting a printed form is free. You would think it would be much quicker to process and e-filed submittal than processing the paper, but until state e-filing is free or at least much, much cheaper than it is now, I will continue to let the states process my paper forms.
