Are you saying that you did not have HDHP coverage? If so, did you tell TurboTax that you did not have HDHP coverage, whether for the entire year or month by month? NOTE: HDHP coverage means a High Deductible Health Plan with no conflicting coverage like a regular health plan or Medicare.
If you had no HDHP coverage at all in 2021, then I think you are in the Review when you are getting flagged, yes?
If you answered that you had no HDHP coverage for any month in 2021, then the Review and the 8889 don't handle this situation well (like, "Why do you have an 8889 if you didn't have HDHP coverage?"). On the question you reference, answer Line 1, Self, just to clear the Review. Your answer will not make any difference to your return because you have already said that you have no valid coverage. As I said, this is just so you can clear the Review.
