I had the same confusing interaction with TurboTax.
The button says: "Take me to Property Tax Refund", but when I push it, TurboTax jumps to "Progress! You've completed filling out your Minnesota tax return".
I thought TurboTax had a bug, and I wasted a lot of time with this. A simple message describing the steps for mailing the M1PR is needed to avoid confusion.
