I finally got it to download after starting to type in the url for etrade login screen and then selected the broker that popped up. I don't know why this works and nothing else. Also, I had to ask for a refund for my desktop/downloaded turbotax because I had to switch to the online version which is far superior (you can attach your 1099 on that version).
