Box 15 on W2 has two entries one doesn't indicate a state and has no withholding associated. How do I enter this data?

I worked for the state of CA but live in VA.  95% of my income shows up on the CA line with withholding.  About 5% shows up on a line by itself, no state indicated, no withholding.
