Has the problem with trying to install the state tax forms and being in a loop been solved?. Can't download the forms.

My friend has home and business on windows 10. I wanted to buy the program but hesitate. He tried to download the state return to work on it but is in a loop. Can't download it. Tried to uninstall the program. Did not solve the problem. Saw the TT support answer but that did not work either.
