Since you entered $0 for the "how much was transferred" question TurboTax will not count it as recharacterization and it should not prevent you from getting Form 8606.

 

Making the traditional IRA contribution nondeductible (or TurboTax making it automatically nondeductible if you have a retirement plan at work and your income is too high, step 15) should trigger Form 8606.

 

Can you check the "IRA Contribution Worksheet"?  If you choose to make it nondeductible you should have an entry on line 14. If TurboTax made it nondeductible because of your income and retirement plan at work you should have an entry on line 13. In both situations, you should have an entry on line 18 nondeductible traditional IRA contributions and that will be carried to Form 8606.
