Did you already pay for a download? If so, the following workaround may not help any. If you haven't already purchased one, the steps below could potentially avoid having to purchase a download. In any case, you are correct that you shouldn't have to pay twice for a desktop product. If you have done so, you may have some recourse for a refund.
Did you install it on a computer that has a CD drive, and now want to install it one that doesn't have a CD drive, such as a laptop? And when you try to use a download, does it say your product is already registered to another account? If so, for some reason it won't let you use a download installation if you already used a CD installation.
If that's your exact situation, (i.e., you have no CD drive on the second computer and are getting that error) here's a workaround I've seen a couple users use if you want to try. I've never tried it so it's all anecdotal. I also don't know if it would work for both the Windows and Mac versions or not. I don't use a Mac. I also can't guarantee that you won't encounter any problems, and can't guarantee the license would activate, although I don't see why it wouldn't since it would think it's installing from the CD.
Using the first computer you could insert the CD and copy all the files from the CD to a thumb drive or other external USB device. Be sure you copy them to their own dedicated folder on the USB drive so you can keep track of them, and they stay grouped. You can create and name the USB folder something like "TT CD Install Files" or "TurboTax Install Files", etc.
Then take the thumb drive to the laptop, and then COPY the folder containing all the installation files from the USB device to the second computer (or set up a specially-named folder on the second computer and copy the files to it). Then you can run the setup.exe file inside that special folder to install the "CD" directly from your hard drive on that second computer.
NOTE: I wouldn't run the installation (setup.exe) and install the program directly from the USB thumb drive, or you could get data corruption errors. I'd first copy the files over to the second computer as mentioned above and run it from the second computer's hard drive.
If you decide to do that, please report back with your results.
