I realized that this problem was happening to me only if I had entries in the Rental property section and saved them and exited that section, and then tried to go back to modify them.  I would get stuck at the "Depreciation and Amortization Under Construction" notice and would not be allowed to go any further.  

 

As an experiment, I started a new return (under my wife's email address) where the only income source I identified in the opening questions was a rental property.  This allowed me to quickly get to that section and see if I entered the data fresh, would it work.  It did work!.  So, going back to my actual return, I was able to get around the issue by going to the Federal Wages & Income page, hit Edit/Add on the Rental Properties and Royalties (Sch E) section, then delete completely the rental property.  I then started over on it by going to the Wages & Income page and selecting Add More Income button, then under the Rental, Royalties, and Farm section, hit the Revisit button for the Rental Properties and Royalties (Sch E) option.  Then enter the data again for the rental property.  Make sure you don't Save and exit the section until you have completed it properly, otherwise when you go back to make further changes, you will hit the issue again.  Doing this, I was able to redo the Rental property on my return without losing all the other info I had input for the remainder of my return, which is real complex.  Hopefully this will work for you.

 

I'm still quite frustrated and angry that TT would let this problem linger for so many filers even though they have known about this problem for at least a month.  They told me I should just file an extension until they got around  to fixing this issue, which I find unacceptable.
