Yes, it can be deducted on your federal return.

Here is how to enter that in TurboTax:

1. Select Federal from the left side menu.
2. Select Deductions and Credits toward the top center.
3. Scroll down or expand the list to find Estimates and Other Taxes Paid.
4. Expand the section and click Start to the right of Income Taxes Paid.
5. Scroll down to Balance due on your 2020 state taxes paid in 2021, which is  third from the bottom. 
6. Click Start to the right.
7. Select California from the dropdown on the left and enter the amount on the right.
