What do you mean you "did not take" and "refund that I left"? If you mean, you applied your state refund to the following year, please see How do I get credit for a 2020 refund applied to 2021's taxes?. A 2019 state refund can't be applied to your 2021 state tax payment.
- On your 2019 Virginia return, you would have had to enter that your 2019 refund should be applied to your 2020 Virginia income tax return.
- On your 2020 Virginia return, you would have had to enter that your 2020 refund should be applied to your 2021 Virginia income tax return.
