e-filing issue with federal return causing state return e-filing issue

  Not sure how to handle this - we mailed in (USPS) the 2020 Federal income tax return on time last year with a personal check enclosed in the same mailing for the amount due.  The personal check was cashed by the IRS.  Then last month we get mail from the IRS telling us they have our funds in an account (credit) ) and that either we did not submit the 2020 tax return with the check (we did) or the return was lost by the IRS (the IRS lost the return).  So we had to resubmit by mail the 2020 federal return again - which we did 4 weeks ago.  

   So now, we tried e-filing our federal 2021 return using the 2020 AGI since we did not have PINs from 2020 because we did not e-file in 2020.   Our e-file is getting rejected because the IRS is not recognizing the 2020 AGI (they probably have not yet processed our 2020 tax return as they lost it and we resubmitted it 4 weeks ago).  The ripple effect is that we cannot e-file our state returns, and one of our state returns (NY) says that it is required (it is the law of that state) that we file electronically because we prepared the return using software (Turbo Tax).  

   What is the best way to handle this?  Try to resolve the federal e-filing issue, and if so, how?  Try to contact the state to request not having to e-file, although it is the law for that state?  Something else?
