Yes, that information is 100% correct- You must file a California nonresident tax return with zero California income.  You will get a refund of all the California withholding.  You also must file an Oregon resident tax return and report all of the income.  Since there was no Oregon withholding, you will owe state tax (but it should be close to the amount of the California refund).  

 

You can file them both now if you want, just be sure to pay the Oregon tax before the due date (April 18th).
