Please ensure you are on the release previously mentioned Help > About TurboTax.
I had similar, please go into FORMS mode and DELETE the existing Form 1116 (I had multiple). Then return to the interview process and go to Deductions & Credits > Foreign Taxes and walk thru the process again.
This will re-create the Forms 1116 and you should be able to transmit this successfully.
Note: I had read elsewhere since my foreign taxes paid are all from Mutual Funds, I should select RIC (Regulated Investment Corp) vs entering Various when specifying the country. Another forum post talked about issues with transmitting returns with VARIOUS listed a country.
