When importing from Schwab into Turbo Tax, you need to first log in to your Schwab account and then go to the Security Center and manually enable Third Party Access. Having done all, I still had problems when I attempted to import the data during the weekend, despite about a dozen tries. I suspect that the fundamental problem is that the Schwab system gets so overloaded on weekends when most people that use Turbo Tax prepare their taxes. I tried again Monday morning, and the import worked fine.
