I followed the steps in the article, but they didn't solve the issue.

 

I'm using TT desktop on Windows 10, and tried some of the suggestions on this thread.  Updating the TT software and toggling my Schwab Two-step Verification settings didn't help.  Ultimately, I was successful with the "brute force" suggestion (trying many times repeatedly) which eventually worked.

 

It's hard to say whether the root cause is with TT or Schwab, but it seems like one of the companies may be throttling connections inadvertently.  Given the number people experiencing this issue on multiple threads, I'd suggest that this gets escalated to the TT and Schwab product development teams for resolution.
