I'm trying to puzzle out what you mean here. If you receive the 1099 in the mail, some entries are blank==no entry. These should not have anything filled in, even a 0 or a blank space. On the other hand there are blanks that need to be filled in, and that includes the name and tax id for the payer, since this is how the IRS does its error checking. If you got the information downloaded or some other way and these entries are not there, they need to be filled in. You should be able to access your 1099s either online, if you have opted to receive tax documents this way, or have gotten them in the mail. In every case, anything filled in on the 1099 needs to be filled in for the IRS. Some banks and brokerages make it more difficult because they give you a consolidated or substitute 1099, so the form doesn't look exactly the same. In this case, you may need to do some hunting around to make sure you have all the information entered.
