I am also having this problem (MD residence) .
I called Turbo tax and they said the problem is the ISR that did not release the form 8582.
First Turbo tax said that the form will be available on Feb 15, 2022, and then they said on March 15, 2022.
the funny part was they offered to give me the money back.
very bad solution
