My thoughts as well. I bet both TT and HR&Block have the 8915-F ready and incorporated in their Agent's Computer Software since mid February and even earlier...! So if you are desperate and impatient, you have to go to their physical office and for a fee they fill the form, and file your return electronically... IRS has specified the form is e-file-able so they are delaying to roll it over to public in order to milk the customers as much as possible...!
