Problem resolved! Even though the credit for amount applied to 2021 does not show up on line 11(a) of Part III, Section A--Figure Your Underpayment of 2021 Form 2210, this amount does show up on Form 2210 Underpayment Penalty Worksheet, and this amount is listed as a payment in the First Installment and decreases the Underpayment Penalty.
