If I understand correctly you were a dependent in tax year 2020 so your parents got a stimulus payment for you in 2021, documented by that letter. That is as it should be. Now that you are not a dependent you can file a return and get that stimulus payment again with your tax return. Your parents don’t have to pay back the stimulus payment. Seems like double dipping but that is the way the law reads.
