Not been able to file a return because I do not have a Identity Protection PIN. I have tried calling the number but have gotten no help. What are my options?

Can not receive any of the much needed covid stimulus due to not having a protection PIN. Have tried calling like the IRS website says, but they are not helping anyone with this problem.
