The list of Federal Forms Availability shows Form 8936 for Electric Vehicle Credit is available.
If you're using TurboTax Desktop, make sure your program is updated (use Online > Check for Updates in the top menu).
If using TurboTax Online, I would suggest closing the program, clearing Cache and Cookies and re-opening TurboTax.
