Form 8915-F is currently expected to be available in TurboTax on March 31 (not necessarily first thing in the morning). That date could change. You can check the expected availability dates for federal forms at the following link.

TurboTax can't just copy the PDF of a form from the IRS web site. They have to create the form in TurboTax, program the calculations according to the IRS instructions, test it, and get IRS approval of the form and calculations in TurboTax.
