I went ahead and ate the electronic filing fee. This problem has been around for about a month, if you look thru the forum. I have no hope of it resolving itself.
So I printed the MD forms from inside TT, signed them, attached the proper 1099-R forms and will be mailing mine overnight priority tomorrow (2/22). If by chance the problem is resolved before I mail it, then I will file electronically. Supposedly it only takes 3 to 4 weeks for MD to issue the refund.
If you go into the Forms view and scroll down to MD, you will see the ! mark next to the problem issue form. That is all you need to do (look at the forms view) to decide if it will fail again.
