Try the following steps to resolve your issue:
Within your federal tax return:
- Go to Tax Tools > Tools to open the Tools Center
- Select Delete a form
- Click on Delete next to Form 1116 if listed under Federal Return
- Go back to your federal return
- Under Deductions & Credits, click on Edit next to Foreign Tax Credit. If it is not listed under Your Tax Breaks, click Show more next to the section of Estimates and Other Taxes Paid and click on Start next to Foreign Tax Credit
You should be able to claim the foreign tax credit without filing Form 1116.
