On adding a 1099-b form with consolidated numbers does not allow me to finalize federal review, anybody having similar issues?

When I get to the last step of federal review, the 1099-b I have reported as consolidated (intuit allows me to upload the 1099-b pdf to be transmitted to IRS), it is stuck in "Needs review". are other folks who tried this having similar issues.
