Received Form 1099-MISC from state for incentive to return to work

Arizona had an incentive that if you signed a contract to return to work w/in a period of time you could receive $2000.  I did receive the $2000 on a 1099-MISC. But don't know how to enter it. It keeps wanting to enter as a business.
