I just e-filed my Federal and NC returns successfully. Note: I don't itemize, and don't file estimated payments. My NC return is ONLY the D-400 - I deleted other NC forms from my return.
Read the NC DoR text literally.
The DoR wrote: 'The target date to open the tax season is the week of Feb. 28.' That means if you file, they will not process the return until after 2/28 - it doesn't mean you can't file earlier. As I wrote, TurboTax Deluxe Mac e-filed mine a few minutes ago.
