I had the same problem earlier today. Here's what happened and how to fix it. I was trying to e-file both my Federal and State returns at the same time. But I later learned my state, North Carolina, isn't accepting e-files till Feb.24. So, in Turbo Tax , I re-selected to e-file my Federal return now but WAIT to e-file my State. Then I click on TRANSMIT and it worked perfectly. So my Federal return is e-filed and my State return will wait till Feb. 25.
