We have discussed this at length, and we believe that the purpose of this Review error message is that when a form is submitted with the withholding being more than half the wages/compensation/interest/whatever on the form, that the return is rejected by the IRS - so TurboTax prevents you from e-filing.
Normally, we would tell you to paperfile (that is, print and mail your return), but the IRS is horribly backed up this year. Paper filed returns takes months and months to process now.
There are a variety of things that you can do to try to avoid this restriction. Probably, the most straightforward one is to remove the 1099-G from your return, and e-file without it, and then at a later date, amend your return by adding the 1099-G.
Note that you should be able to e-file your amended return for 2021 this year, but I am afraid you might run into the same situation, so be prepared to paperfile the amended return. In this way, at least, you can get the rest of your refund more quickly (e-filing and direct deposit are the fastest ways to get refunds).
