That is not true. I e-filed jointly with my spouse, in NY, with turbo tax on Jan 31. I had my driver's license. My spouse, unfortunately, had lost hers with her wallet. So she did not have her driver license or other state ID (she does have other government ID, but not state, so there was no option to provide it).
my return was e-filed by turbotax, and NY reported it accepted the same day.
However, I now wish it hadn't been. Because now my refund is delayed, because my return is awaiting extra review, and while they don't give a reason, I'm 90% sure it's because it was e-filed by one spouse jointly but without including the other spouse's ID.
Very frustrating. I filed early to avoid expected delays this year, but if I had waited for her to get new ID from the state of NY it might have taken less time than what I'm now facing. Now she does have it, but the thing is already filed and under a manual review process, so I don't know that there's anything I can do now to speed things up. I just have to wait, and maybe get a letter from the Dept of Taxation and Finance asking us to provide a copy of her ID, if that's what they do to verify.
This, of course, is why one should do everything possible to avoid being owed a refund.now I'm giving an interest free loan to the state of New York because I let my employer withhold too much from my paychecks. ugh.
