Once the IRS finalizes that form the IRS must then write the e-file specifications (schema) for TurboTax (and all other e-file providers) to program from. That usually takes 2-3 weeks after the paper form is finalized. Then the providers must submit their form to the IRS for approval and end to end testing before it can be released. The IRS must also progrem their own computers to accept the new form. All that takes time.
