It seems redundant to have to enter the license code a second time. TT failure to fix this when it was a known problem in 2020is ridiculous!
It "should" remember the code based on your system configuration. Most people only have to enter it once. But your problem is a fairly common one here in the forum. TurboTax must use a suboptimal method of "fingerprinting" a system configuration.
If you used the code a second time, then that likely used up 2 of your 5 activations. TurboTax might have thought your system configuration had changed. Frequently this can be due to a USB device that was either present or absent when you originally installed the program. For instance, if you now have a USB storage/thumb drive that wasn't there when you installed it, it may see that as a system change. Or if you had one during installation, but have now removed it, etc. Or if a USB device such as a printer was present and turned on during installation, but is now turned off, or vice versa.
I once forgot I had a USB thumb drive inserted and got the reactivation screen. So I aborted and backed out without using another activation code, and removed the USB drive. Then I re-launched TurboTax successfully without being asked for the code.
I believe I saw another thread where a Windows user said he got around it by running TurboTax as an administrator; i.e., launching the program by right-clicking the TurboTax desktop icon and in the popup choosing "run as administrator."
Do you have more than one Windows user accounts? If so, could you have installed TurboTax on one Windows user account, and now you are trying to launch TurboTax and access it on the other Windows user account?
