This is what originally confused me as well. On top of that TurboTax still doesn't bring up the form even though the 8915-E was released last year. The IRS is releasing the forms based on "importance". I guess hard working people who were still hit hard by this pandemic and did what they needed to do to support their families aren't really THAT important. Cheers to living on the back burner of society.
