Can my wages be garnished for student loans if I work part time and earn less than $217.50 per week?

I work part time and earn less than $217.50 per week. The company that I owe the student loans to, took my tax refund and also wants to garnish 15% percent of my wages. My question is: Can my wages be garnished if I work part time?
