Actually it did warn you. In fact it asked you a question "Did you withdrawal any funds due to disasters in 2017 - 2020" or something to that effect. So did you just blow through your taxes and not pay attention to the questions? Had you clicked yes on this, it would have told you that you needed to wait for the form that hasn't been issued.
