If you file without the necessary form then it *is* incomplete, but people do that all the time.
That is what I said, you have three years to repay it if you elected the 3 year option in 2020. If you paid all the tax in 2020 the it is too late to pay it back not - the Gov will not refund the tax you paid in 2020.
