 In Finder, click on the applications folder and then press "command and i" at the same time to open the info window.  At the bottom will be the permissions.    System and the administrator user should be read & write everyone else read only.  If the permissions are wrong  they can be changed by clicking the lock.  It will also tell you if you are read & write or read only.
