My experience was similar to @ksunberg.
- Installer popped error 2803
- Closed the error pop up
- The install continued and was successful
- Started Turbotax
- Updater ran successfully
- Clicked the button to continue. Pop up said Turbotax was restarting but it didn't
- Started Turbotax from the start menu
- Activated Turbotax
All seems to be working.
