You have to file on paper now, e-File is closed. You can get 1040 and Schedule 3 in fillable PDF form from the IRS website.
Enter the correct amounts on Schedule 3 line 9 and 1040 line 31.
Sounds like another bug in TurboTax 2020. There are many.
