If you claim your mother as a dependent, that means you are certifying to the IRS that even after considering all sources of financial support that your mother receives (including Social Security, Medicare, SSI, and Medicaid) that you pay more than half her living expenses.  Is that actually true in this case?

 

This is an income tax form and we will not be knowledgeable about the qualification and eligibility rules for SSI and Medicaid in every state. SSI and Medicaid are based on a persons financial need, and if you are declaring that you are supporting your parent, they may have less financial need. The California tax department (FTB) is certainly allowed to share your tax information with other state agencies, such as for verification of financial need.
