This is EXACTLY the problem I'm having. It took me hours on the phone, back and forth between Intuit TurboTax and Experian IDNotify to learn that TurboTax never enrolled me. Of course the agent on the phone didn't have the proper "permissions" to enroll me, and the "supervisor" was unavailable.
