There is something wrong with your TurboTax software or with that computer. TurboTax does not require you to install developer tools.
Uninstall TurboTax and install it again, but do not use the same CD or download that caused this to happen. Get a new CD or download.

Resetting that computer to factory settings may be the only way to resolve this.
