Since you mentioned the Arizona "IRS" (I assume that means the Arizona Dept. of Revenue), it sounds like you may have gotten a letter from that state tax agency. TurboTax Support will help you with a state letter and what to do.
If you purchased Audit Defense, we can tell you how to contact the company that handles that (intuit.taxaudit.com) for help with a tax agency letter.
If you did not purchase Audit Defense, you can still get free help with your IRS letter from TurboTax free Audit Support Center. You can discuss your issue with the AZ credit carryover with them. Hours are 5AM-5PM Pacific (8AM-8PM Eastern) Mon-Fri, but they are closed Monday for Labor Day.
