So, if say the original refund was $100 and the amendment caused the IRS to owe me only $25, then I would have to send in a cheque of $75? Given I have not received the original refund, can't I simply just tell IRS to just send me $25 without me paying anything? I am not sure why I must be paying an interest when I never got any money that I held beyond May 17th.
