The tax payment voucher is for taxes due now. Your taxes can also be paid online at Payments.
The IRS does not want you to owe more than $1,000. You should withhold more money or pay estimated taxes in order to not have a large tax bill with penalties. The vouchers for estimates will print with your return. They are just a suggestion.
