After 3 hours on the call with tech support for Turbo Tax, including 20 minutes on level 2 support, here is the answer. You MUST access the website from the link at the bottom of the Turbo Tax Desktop version home page. There is a link that says "file 1099", and only by using that link will you be allowed to see your files.
Apparently Intuit needs the software key sent to the website from your copy of Turbo Tax, otherwise it claims you haven't paid for it and it won't work. Why they cannot get it from their own records, I don't know. But, you cannot just plug in the URL into a web browser and get it to work.
Most IT support people cannot help you with Quick Employer Forms, because they have not been trained. Level 2 support also has not been trained on this specifically, but they were able to figure it out from documentation and trial and error.
