You cannot pay "through TurboTax" unless you actually file and have it debited to you bank account, but to file state, Federal must be filed and accepted first.
You can probably pay state tax direct to the state through the states website, most states have a direct pay method. If you do that, then when state is finally filed the payment is add to taxed paid on the tax form to get credit for it.
